This study aimed to evaluate the effect of applying permeable pavements under different clogging conditions and foundation soil types on reducing peak urban flood flows. Twelve concrete slabs were analyzed, six with and six without an internal geotextile membrane, to assess the effectiveness of cleaning. The infiltration tests showed that, even after cleaning, the permeability did not return to its original condition, and the inclusion of the geotextile membrane did not demonstrate a positive impact on permeability recovery. These findings highlight the need for more effective maintenance strategies. The application of permeable pavements was simulated by modeling a sub-basin in the city of Fortaleza, Ceará. The effects on the flood peak were considered across different types of foundation soils, such as clay and sandy soils. Furthermore, an analysis of 300 infiltration tests made it possible to identify the most suitable areas for the implementation of permeable pavements in Fortaleza. The results indicated a reduction of up to 20.83% in peak flows with the implementation of permeable pavements, reinforcing the potential of this technology in sustainable stormwater management and flood control. This approach can be a viable solution for managing urban runoff in similar tropical regions and preventing widespread flooding.
